Description
NA The U. S. Army Natick Research and Development Enterprise at the Soldier and Biological Chemical Command, Natick, MA is conducting a market investigation to identify domestic products, suppliers and manufacturers of (1) handcuffs, (2) temporary cinch devic es, and (3) disposable wrist restraints. The U.S. Army is interested in identifying firms with capabilities to provide a stand-alone handcuff with either (1) a fully flexible (3-D) link between the wrists that incorporates a rigid accessory whereby the wr ists become fully locked without the ability to flex, or (2) a rigid, or (3) hinged joint (link) that could allow a one-handed control operation. The handcuff must have a double lock capability requiring a common key or key equivalent to reverse. Handcuf fs will require a case and have the ability to attach to standard law enforcement belt or fit into the existing standard police case. Both the handcuffs and the temporary cinch device must be impact, cut, fray, corrosive and tamper proof, as well as be de signed to allow for both day and night use. Both devices should have a minimum operating life/shelf life of at least 10 years. Disposable wrist restraints are to provide limited wrist movement by itself. All devices must be operable in all climates. In terested sources must, within fifteen (15) days following the publication of this synopsis, respond with information on their current commercial product(s). Interested sources shall include information detailed in the CBD Note 25 regarding a firm's experi ence, personnel, and facilities. Information should include product cost, technical information (i.e., technical literature, data and illustrations to include for (1) handcuffs: operating instructions, type of finish, weight and dimensions, materials of c onstruction and mechanical strength, certification of compliance with NIJ Standard 0307.01 ?Metallic Handcuffs?, if applicable, other technical data and test methods/data available; and (2) temporary cinch device and disposable wrist restraint: break stren gth and any other available technical data and test methods/data), relevant company background/experience, and warranty information. Firms shall also submit a product sample. Firms responding shall indicate whether or not they are a small business. Any information/samples submitted will not be returned. If a firm chooses to submit samples, no payment will be made by the Government for such samples. Responses to this notice are to be sent to Ms. Judi Mello, U. S.
