Description
SCOPE OF WORK FOR RADIOLOGY EXPANSION PROJECT INTRODUCTION: The VA Roseburg Healthcare System, Roseburg, Oregon, is soliciting for the services of a Architectural Engineering Firm to provide engineering design and contract construction services for the project titled ?Radiology Expansion?. This A/E project is to include, but not limited to, preparation of construction drawings and specifications for all architectural, mechanical, electrical and plumbing components; as-built drawings; construction cost estimates; proposed construction schedules; and necessary construction period services. This procurement is 100% set-aside for small business only. SCOPE OF WORK: The scope of work for the design of this project includes the preparation of Schematics (formulate scope of work, review VA design criteria, produce sketches, description of work & cost estimate), Design Development (formulate drawings, specification schedule, detailed cost estimate), Contract Document Development (develop full set of bid documents), Contract Administration (review shop drawings, record drawings, site visits). This project will renovate approximately 11,000 GSF on the first floor in Building #1 to house the Diagnostic Imaging Suite. All new utilities will be provided including proper emergency electrical service and HVAC systems. Patient privacy, space deficiency, handicapped accessibility and employee ergonomic safety issues will be addressed and corrected. Seismic and structural analysis of the project area will be conducted during Schematic Design phase to determine the feasibility of including seismic upgrades in this project. The area will be designed to integrate Digital Radiology (PACS) to the hospital information system. The Schematics will include:  At least 2 meetings with VA staff to determine needs and to present schematics;  Formulation of Scope of Work;  Review of VA design Criteria;  Provide description of work and preliminary cost estimate based on Preliminary Schematic. The Design Development will include:  At least 3 meetings with VA staff for 30%, 60% and 90% Construction Design review.  All necessary work to evaluate the proposed existing space for seismic hardening, energy-saving upgrades, as well as the condition of the existing structural, mechanical (HVAC), electrical and plumbing systems. The A/E design team will evaluate and make recommendations for any modifications, replacements, or upgrades to the proposed renovated area based on current condition.  All necessary work to provide design, drawings and specifications for all components (architectural, mechanical, electrical, and plumbing), and detailed cost estimate based on CSI outline. The Contract Document Development will include:  Full set of CSI-formatted VA specifications, on DC-disc (Microsoft Word) and hard copy. Specifications and drawings will be cross-referenced.  Drawings will be provided using AutoCAD 2000 or newer format, using AIA protocol. Submit in both hard-copy (size D), and in electronic format.  Other pertinent bid documents. The Contract Administration will include:  Review and recommendation to VA on all shop drawings and submittals;  All necessary construction inspection services, such as site visits and daily logs during construction, and on-going as-built documentation;  Final as-built drawings and O&M manuals (i.e., HVAC, etc). DESIGN SCHEDULE: 45 days to complete Preliminary Schematic, 30 days to complete Construction Design to the 30% level, 30 days after Government review to complete 60% level, and 30 days after Government review to complete to 90% level. Final Construction documents will be delivered to the Contracting Officer 14 days after the return of the 90% level documents. The Government will review documents within seven-(7) days after each submission. DRAWINGS: All drawings to be prepared in AutoCAD 2000 or newer version, using AIA drafting protocols. Drawings will consist of a title sheet followed by the applicable architectural/engineering order of drawings. Upon award of construction contract three sets of contract drawings (Size D) will be colored for easy identification of areas and /or systems (i.e. ventilation ductwork, piping systems) and delivered to Facilities Support Services. SPECIFICATIONS: Standard VA construction specifications will be used. These specifications will be edited to apply solely to the content of this project. Specifications will be clearly typed on 8-1/2" X 11", white bond paper suitable for reproduction and must be available in Microsoft word format. If reproduction is negotiated major sections of the specifications will be printed on different colored paper (i.e. architectural, electrical, mechanical). The A/E selection criteria shall include the following element (a) through (m) (not necessarily listed in order of importance or merit): a) Proposed management plan; b) Previous experience, specifically related to designing Radiology Suites; c) Professional qualifications; d) Facilities location (within 300 mile radius preferred); e) Proposed design approach; f) Cost control; g) Quality control (independent review of all design components and drawings); h) Schedule control; i) Estimating effectiveness; j) Describe your experience and capabilities in the following areas: Value engineering; Life Cycle Analysis; Critical path method; Fast-track-construction; Energy conservation; New energy resources; Environmental assessment; Specialized experience; Computer aided design, drafting, and other computer applications; k) Describe awards received; l) Describe circumstances and outcomes of any litigation you have been involved in over the last five (5) years; m) Indicate type and amount of liability insurance you carry. Estimated construction cost is $2,000,000 - $5,000,000.The successful Engineering firm must have an established field office within commuting distance of said VA Medical Center. This is not a request for proposal. All firms meeting or exceeding the stated requirements described in this announcement may respond by submitting three (3) copies of Standard Form (SF) 254 and SF 255 to the issuing office prior to 02/28/02 at 4:00 p.m. local time.
