- The DVA Fort Meade, SD is entering into a sole source agreement with the Black Hills Power & Light Co. (State Utility Company) for the following Service: Providing new underground 4160 Volt primary service to DVA Medical Center, Fort Meade, SD. Relocation of contractor owned (Black Hills Power and Light) metering equipment to mbedical center grounds.
