Description
The National Oceanic and Atmospheric Administration, (NOAA), National Polar Operating Environmental Satellite System (NPOESS), Integrated Program Office (IPO) proposes to enter into a contract with the Massachusetts Institute of Technology (MIT) in Cambridge, MA for support to the IPO through continued broad participation in 1) NPOESS passive, microwave instrument development, calibration and validation, and 2) the Operational Algorithm Team. MIT and its Research Laboratory of Electronics have a long history of: 1) contributing to significant advances in passive microwave spectrometers on aircraft and satellites, and to algorithmic elements of operational weather satellite systems that sound atmospheric temperature, water vapor, and precipitation profiles, and 2) providing and analyzing aircraft data, such as that from the MIT-developed NAST-M [NPOESS Airborne Sounding Testbed - Microwave] passive, microwave, imaging spectrometer for the IPO. The following tasks are specific to the Base Period, with more refined iterations following in the option years: 1) development and integration of a 183-GHz spectrometer into NAST-M; 2) development and integration of a 425-GHz spectrometer into NAST-M; 3) reduction and analysis of NAST-M data from the FY2001 deployments to meet IPO needs; 4) deployment and operation of NAST-M for two aircraft missions serving IPO needs, and 5) utilization of NAST-M and AMSU results in support of calibration and validation efforts for NPOESS programs. The term of the contract will be for 12 months, with two (2) 12-month options for extensions to the term performance. The effort will emphasize total system performance, performance verification, and risk reduction. The authority for execution of this proposed contract by NOAA is 41 U.S.C. 253(c)(1), ?only one responsible source and no other supplies or services will satisfy agency requirements?. The singular expertise and resources of Dr. Staelin and the Massachusetts Institute of Technology, Research Laboratory of Electronics, cannot be secured from any other public or private institutions. Any other party desiring consideration for this requirement must identify its full capability in writing to the Contracting Officer within 45 days of this publication.
