Description
The National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center (KSC) is releasing a request for proposal (RFP) to develop a study of the Nutation Behavior of Spinning Space Vehicles with On-board Liquid Propellant. This study will identify and collect available flight and test data for spinning vehicles with onboard liquid propellants. This data will be analyzed, correlated, and combined in a form that is useful for application to current and future spacecraft programs. All results shall be presented in a final report at the completion of the study. Background: NASA and other organizations regularly encounter the issue of rapid nutation growth due to energy dissipation by liquids on spinning vehicles. Of concern is the stability of spinning upper stages and of spacecraft that spin for part or all of their missions. Several missions in the past have required last-minute hardware and/or operational changes to deal with rapid nutation divergences that were identified late in the program. This condition may result in significant schedule impact to a mission. The results of this study should serve as an important step toward early identification and correction of this situation. The formal RFP will be available via e-mail in fifteen (15) days from the posted date of this synopsis to all interested parties that respond to this synopsis. The RFP package will include all relevant information for proposal preparation including the evaluation criteria. Interested and responsible parties responding to this synopsis shall submit a request to the Contracting Officer, Marco Pochy, pochyml@kscems.ksc.nasa.gov or fax to 321-867-8567 and shall provide the following in their request: Solicitation Request for "NASA/KSC Nutation Study", Company Name and address, Point of Contact, Business size, phone number, fax number, and an e-mail address. Based on the responses received as a result of this synopsis, the acquisition may be a total small business set-aside. Responses received after fifteen (15) days or without the required information noted above may be considered non-responsive to this synopsis. Oral communications will not be accepted in response to this notice. All questions must be submitted in writing. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. See note 26. The NAICS Code is 5417. An ombudsman has been appointed - See NASA Specific Note "B".
