Description
NA 1. Contract Information. This is a revision of a previously issued notice. The New England District intends to enter into an Indefinite Delivery Contract that will provide the capability of issuing a series of task orders not to exceed $500,000 each wit h a base period (one year) maximum of $500,0000 and a maximum of $500,000 for each option year. At the discretion of the Government, this contract may be extended for two one-year periods with the total contract value not to exceed $1.5 million. This soli citation is open to all businesses regardless of size. 2. Project Information. The work may include studies/designs or evaluations involving soils/geology; groundwater; earth and rock structures, including soil and rock anchors; foundation and earth dam design; seismic stability; dam foundation analysis and risk evaluation of earth structures; embankment instrumentation installation; performing and inspecting subsurface investigation programs; and performing inspections and preparing instrumentation reports related to dam safety. 3. Selection Criteria. See Note 24 for general selection process. Selection criteria in descending order of importance are: a. The firm must have its own staff or provide adequate staffing through consultants, professional engineers with demonstrated geotechnical expertise registered in all NAD states (Mission Areas (ME, MA, CT, RI, VT, NY, NJ, PA, DE, MD, WV, VA, AND DC))and the District of Columbia as well as geologists, including registered, professsional geologists in applicable states. Firms not meeting this requirement will be disqualified from further consideration. b. The firm must demonstrate specialized experience and technical competence in services required above. c. The firm must have the capacity to accomplish the work in the required timeframes. d. The firm must possess a good record of past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules. e. Firms should have capability to provide all deliverables in MicroStation SE CADD software, release 5 or higher, electronic digital format. The Government will only accept this format, without conversion or reformatting, in the target CADD software for mat and on the target platform specified herein. The target platform is a PC/Workstation with an Intel compatible central processing unit and a Windows NT Version-4.0 operating system. f. Firms must demonstrate knowledge of preparing specifications for construction contracts using a personal computer-based software package. All specifications for Corps of Engineer (COE) contracts will be prepared using COE Guide Specifications and SPEC SINTACT. 4. Submission Requirements. See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit two copies of SF255 (11/92 edition), and two copies of SF254 (11/92 edition) for the prime firm and al l consultants (note that SF 255s are not required for consultants)to the above address not later than close of business February 11, 2002. Include ACASS number in Section 2b. Call the ACASS Center at (503) 808-4591 to obtain a number. In Section 10 of t he SF255 describe the firm's overall design quality management plan, including management approach, coordination of disciplines and subcontractors, and quality control procedures.
