Description
A/E TITLE I AND OTHER SERVICES ANNOUNCEMENT Architect Engineer (A/E) multi discipline design services (Title I) for facility maintenance, renovation, upgrade, alteration, minor construction and repair requirements at Aviano Air Base and Geographically Separated Units in Italy. Designs shall conform to DoD and USAF criteria and also comply with Italian codes and laws and require certification to such affect by registered Architects and Engineers on the official rolls in Italy. Other Architect Engineer services include: (1) base-wide infrastructure surveys such as roofing, pavements, utility lines, etc.; (2) inspection and evaluation and systems certifications of Fire alarm/suppression, electrical and mechanical systems; and (3) development of Base Maintenance Contracts. Pre-selection and selection boards will convene for the selection of firms for two Indefinite Quantity Contracts each for a basic twelve month period and one option year. Except for the first delivery order, each order will not exceed $299,000 in fees and the maximum fees per year shall not exceed $350,000. Negotiations for the eventual contracts will be held with the first two ranked firms and follow the procedure set forth in Federal Acquisition Regulation part 36 as supplemented. Interested A/E firms must submit (1) Standard Form 254, (2) brief resume of key persons and specialists and (3) list of any external consultants with brief resumes of key personnel whose expertise is intended to be called upon for performance of services under the eventual contracts. Selection boards evaluation criteria and available points are: (1) Specialized Experience - 15 to 25 points, defined as the variety of professional disciplines represented in the A/E firm with respect to the type of design and other services expected to be done during the contract term. (2) Professional Qualifications - 12 to 22 points, defined as the general expertise of A/E staff with regard to education levels and years of design and other services experience. Higher ratings will be assigned to firms with professionals having advanced degrees, professional licensing and greater number of experience and able to certify facility systems IAW applicable Italian codes. (3) Professional Capacity - 12 to 22 points, defined as the variety of professional disciplines represented in the A/E firm in sufficient quantity to accomplish the anticipated level of work. Higher ratings will be given to firms having licensed professionals in each of the following fields: Architectural (landscaping, environmental design, interior design etc.); Civil (surveying, roads, utilities etc.); Structural (with capability to accomplish certified static /dynamic calculations as required by law); Electrical (with capability to design and certify interior and exterior electrical systems) and Mechanical (with capability to design and certify plumbing and HVAC systems) (4) Past Performance - 12 to 22 points, defined as past performance of the firm with respect to their execution of Department of Defense (DOD) and other contracts; both Government and private shall be evaluated. (5) Location - 5 to 15 points, defined as the geographical location of the firm with respect to Aviano Air Base, Italy. Firms located within 700 Km - 15 points, those farther than 700 Km - 10 points and if located outside of Italy - 5 points. (6) Volume of Work - 0 to 6 points, defined as the volume of work previously awarded to the firm by DOD with the objective of effecting an equitable distribution of DOD business among qualified firms. The maximum number of points is assigned to each firm and 2 points subcontracted for each contract action awarded during the preceding 12 months. The final slate shall be determined by adding up the ranking deriving from the total points assigned by each voting member based on above criteria. The lower the sum of the accumulated ranking the higher the final ranking. In case of a tie between two or more firms the total points will be used as the tie breaker. Closing date for receipt of Standard Form 254 and other required documentation at the 31st Contracting Office is 8 Feb 2002 at 17:00 hrs (CEDST).
