Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is SP4700-02-T-0014, and is issued for a Request for Quote (RFQ). This announcement and its incorporated clauses and provisions are in effect through Federal Acquisition Circular 97-27. This request is to procure a commercial off the shelf (COTS) software product that will facilitate the Defense Commissary Agencys (DeCA) capability to utilize the Internet as a communications medium to both send and receive Electronic Data Interchange (EDI). DeCA performs transactions with approximately 150 trading partners. The COTS package must be capable of supporting DeCAs vendors incrementally or in its entirety. If the COTS solution is purchased in increments, contractual provisions must allow additional vendor licenses to be purchased as DeCAs needs dictate. The COTS package and all updates will be mailed by priority US mail to DeCA. The desired delivery date is 31 January 2002. A detailed Statement of Work (SOW) is included below. The following FARs apply to this combined synopsis/solicitation: FAR 52.212-1, FAR 52.212-2, FAR 52.212-3, FAR 52.212-4, and FAR 52.212-5. All RFQs are to be submitted to the POC no later than close of business, 22 January 2001. DELIVERY ORDER TITLE: Internet Electronic Data Interchange (EDIINT) Software. 2. BACKGROUND: The Defense Commissary Agency, a retail grocery store for Armed Service Members and retirees, has been a member of the Uniform Code Council since the mid 1990s. As a member, DeCA actively participates in the refinement of the Uniform Communication Standards (UCS). UCS is the international standards body that sets implementation guidelines for EDI and a member organization of the UCC. DeCA currently uses the UCS Bisynchronous communications protocol to transmit and receive EDI data from 125 vendors and distributors. Averaging 80,000 transactions per month, the data contained in the transmission is used to order and receive retail goods, transmit sale prices and advise vendors of cataloging status. Effective in the near future, the UCS Internet Messaging Standard will replace the current IMB 3780 Bisynchronous Standard as the standard of choice for direct communications. The Defense Commissary Agency, as a participating member of the Uniform Code Council, must migrate from its current bisynchronous transport method to the new transport method. 3. OBJECTIVE: The objective of this Statement of Work (SOW) is to procure a commercial off the shelf (COTS) software product that will facilitate DeCAs capability to utilize the Internet as a communications medium to both send and receive EDI. DeCA trades transactions with approximately 150 trading partners. The COTS package must be capable of supporting DeCA?s vendors incrementally or in its entirety. PURPOSE: The purpose of this Statement of Work (SOW) is to describe the software and maintenance requirements needed to satisfy the Defense Commissary Agencys electronic commerce requirement for EDIINT (Electronic Data Interchange Internet) software. 5. SPECIFICATIONS: To ensure that different software vendors products meet the AS1 and AS2 standards, and that the individual companys products interoperate and communicate successfully with each other, the Uniform Code Council and Commerce Net sponsored several vendor conformance validation tests. Based on the UCC validation test, DeCA requires that the software product selected must meet the following criteria: A. Have met the UCC interoperability requirements. B. Must support AS1 and AS2 standards. C. AS2 standard must support transport of the following data types: i. X12 ii. EDIFACT iii. XML D. Must support the following transfer protocols: i. FTP ii. SMTP iii. HTML iv. HTTP v. HTTPS E. Must be PKI enabled. F. Support X12.58 and S/MIME Security standards. G. Have scripting capability. H. Support MDS (Message Disposition Notification). I. Support Encryption key lengths from 40 - 168 bits. J. Support Signature key lengths from 512 - 2048 bits. K. Be available on the following Operating Systems (OS): i. HP-UNIX ii. Sun Solaris (UNIX) L. Provide system documentation, yearly maintenance and support to include web, email and telephonic support. Additionally, support must include all product updates, releases and software patches. 6. PLACE OF PERFORMANCE: All software and updates are mailed by priority US Mail to DeCA. 7. DELIVERY SCHEDULE: Desired delivery date is 31 January 2002.
