Description
NASA/KSC plans to issue a Request for Proposal(RFP) for a book-length manuscript about The History of Kennedy Space Center. This will be an-depth book providing an overview of Kennedy Space Center (KSC) from its inception in 1962, to include its focus on: safety, mission, launches, key officials, personal anecdotal stories, workforce, facilities, technical systems, launch and payload processing, engineering accomplishments, and technological contributions. This procurement is required to preserve for posterity the origins and development of this key Center in the history of NASA and the Nation?s space program. This will be a one year contract with a one year option period. A complete description of the acquisition can be found in the attached Model Purchase Order CC90150B. The Government intends to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 71151 and $5M average annual income over the past three years, respectively. This is not DPAS rated procurment. The provisions and clauses in the RFP and model contract are those in effect through FAC 97- 27. All qualified responsible sources may submit an offer which shall be considered by the agency. Interested parties having the required specialized capabilities to meet the project requirements should submit a capability statement of six pages or less. Required specialized capabilities include: Educational background in History or related field and a record of scholarly publication, preferably a fully-documented academic book, and a listing of articles in peer reviewed historical journals, evidencing serious historical research and writing. The capability statement should specifically address experience in writing historical texts, familiarity with the United States space program, and how this would be applied to the KSC history project. A curriculum vita describing educational background and career should be provided. Relevant publications should be provided or referenced. This information must accompany the proposal. The anticipated release date of the RFP10-02-0007 is on or about January 10, 2002. The proposals for the above described History of the Kennedy Space Center are due by February 12, 2002 at 4:30 P.M. EST and may be mailed to the Bid Opening Officer, Mail Code CIAO, Bldg. N6-1009, Room 102, Highway 3, Gate 2, Kennedy Space Center, FL 32899. Normal hours of operation are 9:00 A.M. to 3:00 P.M. - Monday through Friday. The CIAO telephone is 321-867-7353. The proposal shall include solicitation number, any discount ot payment terms, taxpayer identification number (TIN), CAGE Code number, and signed by an authorized representative. Proposers are encouraged to use Standard Form 1449. See KSC Clause 52.214-90, Hand Carried Offers and Use of Commercial Couriers, for proposal delivery instructions. Facsimile or e-mail proposals are not authorized. Proposals shall provide the information required by FAR 52.212-1, Instructions to Offerors - Commercial Items. Proposers must provide a copy of the provision at 52.212-3, Offer representation and Certifications - Commercial Items, with the proposal. Questions received after this date will be considered, but may not be answered. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, relevant experience and past performance, education and previous publications, price, and critical requirements the Government considers of value. Critical requirements the Government considers valuable include innovative ideas for presenting the history of the KSC, extensive education, and similiar projects with other organizations. For selection purposes, technical, relevant experience and past performance, education, and price are essentially equal in importance. It is critical proposers provide adequate detail to allow evaluation of their proposal. (See FAR 52.212-1) An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
