Description
SPAWARSYSCEN Charleston intends to issue a Request for Proposal (RFP) for production/support-related engineering and technical services for the Command, Control, Communications, Computer, Intelligence Surveillance and Reconnaissance (C4ISR) Consolidated Production Support Program. Services will include process control, configuration management, standardized component procurement and assembly of common racks and standardized components found in typical equipment mounting situations, in shore and mobile command and shipboard installations. The goal is to consolidate like production functions into one integrated production process in a Government Managed, Contractor Operated (GMCO) facility. The predominant place of performance is Charleston, SC, with possible locations in Norfolk, VA and San Diego, CA in the out years. The planned contract will be an indefinite delivery, indefinite quantity, cost-plus-fixed-fee type contract, and will be issued for a base year, with four, one-year option periods. The government anticipates making a single award. This procurement will be conducted as a 100% Small Business Set-Aside Competitive Procurement. The applicable NAICS code is 513310 with a size standard of 1500 employees. Award will be made on a best value basis, considering cost, corporate experience, personnel qualifications, understanding of work, past performance, and other factors. It is anticipated that the solicitation will be available at the SPAWARSYSCEN Charleston E-commerce web page address link below by 01 February 2002.
