Description
NASA/GRC plans to issue a Request for Quotation (RFQ) for 1 ea. job for the continuation of work to further enhance the capability of Nessus 6.2C code to include the dynamic memory allocation scheme. This effort shall verify the out-of-core capability considering 1. static analysis, 2. buckling eigenvalue,3. dynamic eigenvalue and 4. harmonic and random excitation options in NESSUS 6.2C. To include a report with a benchmark problem solved by 8-31-02. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Alpha STAR Corporation, under the authority of 10 U.S.C. 2304(c)(1) (FAR 6.302-1(a)(2)(iii)(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition. Additionally, Alpha Star Corporation was awarded previous work to enhance the capability of NESSUS 6.2 code to handle problems involving centrifugal loading as well as 3-dimensional rotational problems. The work was successfully completed and was verified with benchmark problems. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 17,2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
