Description
In accordance with U.S. Code Title 10, following procedures set forth in Office of Management and Budget Circular A-76, administrative/clerical support positions at Military Sealift Command Far East (MSCFE) in Yokohama, Japan, have been announced for cost comparison study. MSCFE intends to study this function under the Navy's Direct Conversion Guide for studies of 10 or fewer Navy civilian positions for possible conversion to contract. This notice is the second of three inquiries as to the availability of Offerors to determine if there are potential sources. This is NOT a notice to advertise a solicitation; such notice will be issued at a later date. Parties interested in being placed on the preliminary bidder's list are required to submit information including points of contact and a brief summary of qualifications including a description of your organization's location and ability to operate in Japan to the addressee listed within this notice. The due date for responses is 12 February 2002. Companies that previously provided the required information need not do so again. The administrative functions under study consist of: 1) manage documents received and generated by the command; 2) develop, print and distribute command generated documents; 3) establish and update directives and forms pertinent to the command; 4) critique directives, instructions and forms and provide feedback to the originator regarding content and format; 5) receive, distribute, and respond to correspondence received; 6) clerical support such as typing, drafting, copying, faxing, coordinating; 7) receive, account for, and route incoming mail; 8) receive and deliver outgoing mail to the mail facility; 9) receive, account for, and route internally generated correspondence; 10) receive and deliver outgoing internally generated correspondence; 11) customer service; 12) arrange for internal and external meetings and record minutes; 13) create and maintain a file management system; 14) operate office equipment; 15) maintain an inventory of office equipment and supplies; 16) maintain and replenish office supplies; 17) maintain schedules, calendars, records and bulletin boards; 18) process civilian performance appraisals; 19) process timecards; 20) prepare/review award nominations; 21) process personnel actions; 22) prepare travel documents and provide itinerary support; 23) perform and conduct management studies, reviews and surveys; 24) process recruitment actions services for local national and civilian employees.
