Description
NA The U. S. Army Space and Missile Command plans to negotiate with the University of Alabama in Huntsville, AL on a sole source basis for effort entitled, ?AEROPHYSICS TEST PROGRAM III.? The objectives of the ATP III are to perform experiments and analyses for the evaluation/assessment of LADARs, Sensors, plasma & related devices, control devices & algorithms, & hypervelocity impact phenomenology including kinetic energy lethality and lethality criteria development, kill assessment, survivability and target hardening; assessment of kill enhancement devices including kinetic and chemical methods; tactical armor penetrator development and evaluation; the characterization of target observables including target radar and optical/infrared signatures; the determin ation of threat missile characteristics; to determine the flow environment effects on interceptor sensor performance; penetration-aids technology development and evaluation including decoys to match/mask the missile signature and/or alteration of the missi le signature; development and evaluation of low observables technology; the development and evaluation of next generation propulsion and plume technology; planning, organizing, and directing extensive software developing and test efforts; software verifi cation and validation; perform software engineering analysis and studies; use lethality codes, such as parametric Endo/Exoatmospheric Lethality Simulation (PEELS) code, for assessment and analysis; and to provide field experiment support. Anticipated con tract type will be Cost Reimbursement (level of effort) with a thirty-month basic period of performance and three one-year options. A surge option will be included for the basic effort and each option period. This acquisition is not open to allied part icipation at the prime or subcontract level. See note 22.
