Part 2 The Non-Federal Sponsor, The Port Authority of New York & New Jersey, has asked the District to investigate means by which this project might be completed in less time than indicated in the New York and New Jersey Harbors Navigation Study Feasibility Repor t. Under consideration is a proposal to consolidate the authorized deepening of various channels in the Port to 50 feet with the ongoing Navigational Improvements for the Kill Van Kull/Newark Bay Channels to 45 feet, the planned deepening of the Arthur Kil l Channel to Gulfport to 40/41 feet and the planned deepening of Port Jersey Channel to 41 feet. This would bring the total estimated cost for navigational improvements in the Port to approximately $2.5 billion. It is anticipated that approximately, fifteen (15) unit price, Invitation for Bid, contracts ranging in dollar value from $100 million to $400 million will be awarded to accomplish this work within an eight (8) year period. Acquisition Strategy 32) The Government is currently proposing that each contract require dredging to the required project depth. Each contract could include rock, non-rock suitable for placement at the HARS, and non-rock material unsuitable for placement at the HARS to be pla ced at an upland facility. What is your preference as to whether the contracts should be structured to 1) remove material in horizontal layers based on their placement site locations or 2) remove material so that each contract requires dredging to the requ ired project depth?
