Description
This is a modification to a previously issued, sources sought announcement. The original announcement was dated September 28, 2001, and had a response date of November 1, 2001. Evaluation criteria remains unchanged under this announcement. However, the magnitude of construction has been increased as indicated. The Federal Bureau of Prisons has a requirement for an Architect/Engineering firm to design the expansion of secure housing at the Federal Correctional Complex (FCC) located at Florence, Colorado. The project entails the expansion of the special housing unit at the FCC, and will add an additional 50 cells to the unit. The project includes the design and all related professional services for the cellhouse expansion. Services consist of performing an environmental assessment; development of construction documents; specifications; cost estimates; life cycle cost analysis; bidding; construction administration; inspection; and mediation between the Federal Bureau of Prisons and any applicable governing agencies for a project of this type. The estimated cost of construction is between $5,000,000 and $10,000,000 dollars. Consideration will be limited to firms licensed to practice in the State of Colorado and located within a 200 mile radius of Florence, Colorado. Selection of firms to be interviewed will be based on the following evaluation criteria: the firm?s capacity and capability to accomplish the work (30%); professional qualifications of the proposed project team and its organization (40%); and specialized & technical experience on governmental and private industry related work, including past-performance and knowledge of the locality of the project (30%). Firms responding to this notice by January 23, 2002 will be considered. Please note that because this is a modification to a previously issued announcement, the response time is shorter than normal. Firms that responded to the initial announcement are not required to resubmit under this announcement. All respondents to the initial (September 28, 2001) announcement are automatically included under this modified announcement, and may resubmit new or additional information if desirable. Firms desiring consideration shall submit appropriate (Standard Form) SF-254 and SF-255 forms.
