Description
The Department of Health and Human Services, Program Support Center, on behalf of the Office of Public Health and Science(OPHS)/Office for International and Refuge Health (OIRH)intends to negotiate on a sole source basis for a 18 month contract period with the New Jersey Medical School National Tuberculosis Center (NJMSNTC). The contract will be to developed a guide for primary healthcare providers for Tuberculosis elimination in Russia and the New Independent States (NIS), with the possibility of translating this guide for use in Central Asia and Eastern Europe. This guide was intended to draw on existing texts and resources from the governmental, non-governmental, and international donor and assistance community. The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The NJMST is uniquely qualified for the following reason: The New Jersey Medical School National Tuberculosis Center is one of three model tuberculosis prevention and control centers established and funded by the Centers for Disease Control and Prevention (CDC). The Center has extensive experience and established working relationships with numerous agencies involved with tuberculosis activities in Eastern Europe including CDC, World Health Organization (WHO), the International Union Against Tuberculosis and Lung Disease (IUATLD), USAID (Moscow), Medicins sans Frontieres (MSF) and Russia's Central TB Research Institute (Moscow), all of which will be instrumental in the further development of a Best Practices Guide for TB Control for primary health care providers (PHCP) working in under-served areas of the NIS. Vendors who are interested in this acquisition must demonstrate in writing they can meet the Governments requirements within 45 days from the date of publication. Responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the requirements of the contract. In addition to cost, the Government shall consider the impact to the OPHS mission. Failure to submit adequate documentation will result in the Government proceeding with a sole source to the NJMSNTC. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. No solicitation package is available for this requirement, therefore, requests for such documents will be considered invalid responses. See Numbered Note 22.
