- [Special Note: Original CBDNet Presolicitation Notice posted October 16, 2001 against Submission No. 2953PRC001]. [Response Date is changed to read: February 8, 2002]. The U.S. Agency for International Developments Mission to the West Bank and Gaza is seeking qualification packages from qualified organizations in the field of design build (D/B) services for construction of a regional water supply pipeline, storage tanks, pumping stations and related control systems as described in Section 1 of this Request for Qualifications (RFQ). This procurement shall be a full and open competition awarded pursuant to the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1) Part 36.3; Two Phase Design-Build Construction. Competition is limited to U.S. organizations (USAID Geographic Code 000). Local subcontractors are eligible to participate subject to AIDAR 752.225-71, Local Procurement, see Section 5. Phase 1 of this solicitation will result in not less than two nor more than three contractors being pre-qualified to receive the RFP. Under Phase II of this solicitation, an RFP will be issued to the short listed contractors requesting them to submit technical and financial Qualifications. It is anticipated that a firm fixed price type contract will be awarded for the services specified herein. The period of performance under the resulting contract is approximately eighteen (18) months plus six (6) months of initial operation and an additional six (6) months optional operation at the sole discretion of USAID. The D/B contractors will establish the contract schedule in their technical proposal with work starting on or about August 31, 2002. Estimated: Over $10 million NAICS: 541330 - Engineering Services.
