- PRESOLICITATION NOTICE: This is a Competitive 8(a) Procurement for an Indefinite Delivery, Indefinite Quantity (IDIQ) Simplified Acquisition of Base Engineer Requirements (SABER), Elmendorf AFB, Alaska. Contractor shall provide all materials, labor, plant, tools, equipment, transportation, supervision, management, and other services (including engineering/technical design support), items, and incidentals necessary for the successful completion of each issued delivery order (not to exceed $500,000.00 per delivery order). This contract is for a broad range of maintenance, repair, and minor construction work at Elmendorf Air Force Base, Fort Richardson Army Post, Kulis Air National Guard Base, and two (2) Seward Military Recreation Camps. The contract will consist of a Base Year and four (4) Option Years. The minimum guaranteed amount of work to be ordered under the basic contract period and all four- year option periods is $500,000.00. The maximum will be $10,000,000.00. The contract consists of four major elements as follows: 1. Detailed delivery orders specifications encompassing most aspects of Base Civil Engineer work. 2. Units of measure and corresponding prices for each of the specifications and delivery order. 3. General and Special Provisions. 4. The award of the contract shall obligate no monetary amount. Monetary amounts are obligated by the issuance of delivery orders only. The competition will be limited to 8(a) firms serviced by the Small Business Administration in Anchorage, Alaska, District Office, which have a North American Industry Classification System (NAICS) Code of 23332 among their approved codes. All other firms are deemed ineligible to submit proposals. Solicitation will be available through the Electronic Posting System @ www.FedBizOpps.gov. on or about 25 Jan 02 with a closing date of 26 Feb 02.
