Description
This is a sources sought synopsis. MacDill AFB, Tampa, FL anticipates award of a Firm-Fixed Price Military Family Housing construction contract. Award of this project is anticipated on/about 30 September 2002. The magnitude of this project is estimated between $5,000,000 and $10,000,000 for an estimated 36 units. Bids will be evaluated in accordance with FAR Part 15.305, Proposal Evaluation, and their assigned relative weights as follows: (1) COST OR PRICE EVALUATION (40%) to include (a). Option 1/Area I: 1) Slab on grade, 2) 3-bedrooms to include handicapped and non-handicapped units. (b). Option 2/Area II: 1) All on cement/wood pilings. 2) Additional building. 3) 4 bedroom/non-handicapped units. (c). Playground. (2) PAST PERFORMANCE EVALUATION (25%) to include specialized experience of the firm with the type of service required, demonstrate ability to perform the work within the time limitations, provide records of performance on contracts with US Air Force or other Government agencies and private industry with respect to such factors as control of costs, quality of work, and list all litigations/claims during the past five years. (3) TECHNICAL EVALUATION (35%) to include estimated time of completion, ability to assign number of qualified key personnel from the organization including a competent supervising representative having considerable experience in responsible positions on work of a similar nature (include resumes), give logical evaluation of Critical Path Method, list all subcontractors with work over $100,000, to include letters of intent (highest rating will be given to small business concerns), list all warranty and work plans. In responding all construction firms are expected to demonstrate the following: (A) Applicable construction experience and capability to provide the required experienced personnel to implement the work, (B) Organizational capacity and financial resources, (C) Similar services and work experience within the past five years. Experience in Central Florida or similar environment is desirable. Issuance of this request does not constitute an award commitment on the part of the Government nor does it commit the Government to pay for any costs incurred in the preparation or submission of any information. Copies of interested firm's brochures and annual report may also be of value in presenting the firms qualifications. Please submit all correspondence to Lt. The solicitation will be posted on the Federal Business Opportunities web page on or about 15 March 2002, which can be accessed at http://www.fedbizops.gov. The solicitation package and any amendments will only be available electronically. No paper copies of the solicitation package will be mailed. Once the solicitation is posted, it is imperative that interested parties review the web site frequently for any updates/amendments. The closing date for submission of offers will be contained within the solicitation package. To be eligible for award, prospective offerors must be registered in Central Contractor Registration (CCR) at the CCR Internet site, http://www.ccr2000.com. MacDill AFB encourages the participation to the maximum extent possible of small business concerns, small disadvantaged business concerns, and women-owned business concerns in this activity as prime contractors or subcontractors in accordance with Part 19 of the Federal Acquisition Regulation. In this respect, it is anticipated that the prime contractor will make every reasonable effort to identify and make maximum practicable use of such concerns. All other selection evaluation criteria being found equal, the participation of such concerns may become a determining factor for selection.
