Description
Description The Air Force Flight Test Center (AFFTC) is seeking potential sources capable of performing Base Supply Services for Edwards AFB, CA. The Edwards AFB supply operation is part of the Air Force Standard Base Supply System (SBSS) as defined in Air Force Manual (AFM) 23-110, fuel services as defined in Air Force Instruction (AFI) 23-201 and Logistical Material Control Agency (LMCA) as defined in AFMCI 23-201. Performance under any resultant contract must be interface compatible with the AF Standard Base Supply System. Services entail the ordering, receiving, storing, and distribution/delivery of various supplies and equipment required in the overall operation of Edwards AFB, including (but not limited to) furniture, fixtures, test equipment, tools, computer equipment, and aircraft/weapon systems parts and equipment. Services also include the ordering, receiving, storing, and distribution of hazardous materials, including (but not limited to) paints, solvents, acids, cylinder gases, glues, cryogenics, liquid and solid rocket propellants, and ground and aviation fuels. Other responsibilities include maintaining minimum customer requirement stock levels, returning and reordering defective materials/supplies, and performing Mission Immediate Capability (MICAP) support for multiple weapon systems. A Secret clearance is required to handle Communications Security (COMSEC) equipment and other classified items. The North American Industry Classification System (NAICS) number for this effort is 561210. It is anticipated that a fixed-price award fee contract will be awarded. The period of performance will consist of a one-year basic period with four one-year options. Contract award is estimated to take place August 2002. Source Selection procedures can be found in Federal Acquisition Regulation (FAR) Subpart 15.3-Source Selection, Air Force FAR Supplement (AFFARS) and the Air Force Materiel Command FAR Supplement (AFMCFARS) thereto. These regulations are available electronically at the Air Force (AF) FAR Site, http://farsite.hill.af.mil and will be used to obtain the best value for the Government for this acquisition. In using the best value approach, the Government will award to an offeror who gives the greatest confidence that they will best satisfy our requirements in an affordable manner. The draft Statement of Work (SOW) and draft Request for Proposal (RFP) will be posted incrementally on the internet at: http://www.fedbizopps.gov. This synopsis constitutes one form of early industry involvement and the Government requests industry recommendations, opinions, and feedback. This synopsis is for planning purposes only, and does not constitute a solicitation for bids/proposals. Responses will assist the Government in determining whether to set-aside/restrict competition in some way or solicit offers from all responsible sources. The Government will not pay for any information submitted in response to this announcement. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government Personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
