Description
The Billings Area Indian Health Service is requesting proposals in response to RFP-244-02-0003-REL for the provision of Third Party Billing and Consultative Services for the PHS Indian Hospital, Crow Agency, Montana. The Contractor shall provide third party billing services onsite. The Contractor will bill third party resources that include private insurance and Medicare Part A and B. The Contractor will not be required to bill Medicaid. The Contractor will maximize revenue collections through proper billing and follow-up of aged accounts receivables. The Contractor must provide a complete billing database that includes claim information, payments, adjustments, denials, payor inquiries, staff notes, patient demographics and insurance information. The Contractor will be responsible for their own travel, lodging and other miscellaneous costs associated with the contract. The Contractor must comply with industry standards, applicable Indian Health Service rules and regulations, State and Federal law, including but not limited to the Office of the Inspector General recommendations on compliance programs and HIPAA requirements. The Contractor shall provide consultative services on revenue generation cycle functions and processes to improve third party collections. The Contractor will provide on the job training for individual staff development on the various functions of revenue generation. The Contractor will also serve as a technical advisor to the Crow Hospital?s multi-disciplinary revenue enhancement team in addressing the revenue enhancement work plan. The Contractor will develop a concurrent program for providers and other staff to improve documentation to ensure proper and accurate coding. MINIMUM QUALIFICATIONS: Three years experience working with health care facilities in developing revenue enhancement initiatives; medical records coding (ICD-9 and CPT-4); billing of outpatient visits, inpatient stays, and dental visits; and use of applicable computer technology to accomplish such billing. Capable of demonstrating successful billing practices through business references. Must have knowledge of HIPAA requirements. Must have knowledge of revenue enhancement cycle processes, private insurance carriers and Medicare reimbursement practices and requirements. The contract shall be awarded for a base year with four (4) option years.
