- Description
- The Naval Aviation Depot (NADEP), MCAS, Cherry Point, NC is seeking technical proposals for the upgrade of a Cooling Turbine Test Cell under Step One of Two-Step Sealed Bidding Procedures. Two-Step Sealed Bidding Procedures are described in the Federal Acquisition Regulation (FAR) Subpart 14.5. The Government will accept multiple technical proposals for this acquisition in accordance with FAR 52.214-24 ?Multiple Technical Proposals? (APR 1984). During Step-One, offerors will be allowed to submit technical proposals for the design, fabrication and installation of upgrade and/or replacement Supervisory Data Acquisition and Control System (SDACS) which measures, displays, records, and controls all physical parameters required for testing of cooling turbines in accordance with established specifications. Detailed specifications will be included in the bidding package. Qty: 1 each. FOB: NADEP, Cherry Point, NC. Delivery and installation required within 270 days after contract award. During Step-One of the Two-Step Bidding Procedures, ONLY TECHNICAL PROPOSALS will be sought. Offerors shall not include prices or pricing information. Under Step-Two only those offerors whose technical proposals were deemed acceptable under Step-One will be solicited for a sealed bid based upon THEIR OWN technical proposal. Estimated issue date for Step One is 22 January 2002 with technical proposals due 30 days from issue. Attendance at a pre-bid conference and site-visit tentatively scheduled for 05-07 February 2002 is considered essential. This acquisition is 100% Set-Aside for Small Business concerns. NAICS code is 333618 with corresponding size standard of 1000 employees.
