Description
NA THIS PROJECT consists of the design and construction of the Telescope Atmosphere Compensation (TAC) Laboratory, Kirtland Air Force Base, New Mexico. The acquisition is unrestricted, open to both large and small business concerns. NAICS is 233320/ SIC Cod e 1542, with a size standard of $27,500,000.00. The magnitude of construction is between $10,000,000.00 and $25,000,000.00. Bonding is required. Section 00100 of the Solicitation contains information regarding the site visit. Plans will be issued on or about January 24, 2002, with proposals due on or about February 22, 2002. This solicitation will not be issued on paper. Large business firms are required to submit a subcontracting plan with the following minimum goals: 61.4% for small business; 9.1% for small disadvantaged business; 5.0% for women-owned small business; 1.5% for HUBZone small business; and 3% for service-disabled veteran-owned small business. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. WORK CONSISTS of the design and construction of a new TAC Laboratory and associated demolition and site development. The facility will be a 2-story masonry administration/laboratory building with a standing metal seam roof, and include a Sensitive Compart mental Information Facility, clean room requirements, and recoating chamber with overhead crane for a 3.5m telescope mirror. Site work will consist of extended utility connections, streets and roads, parking, curbs and gutters, sidewalks, fencing, lightin g, storm drain systems and grading. Demolition will include removal of any existing structures located within the new project site. The approximate construction/design period is 530 calendar days. THE SELECTION PROCESS used for this solicitation will be a two-phase design-build Request for Proposal. Phase One shall require the offeror to submit relevant qualifications, including experience and past performance, and overall technical/design approach . Phase Two shall require the offeror to submit a unique technical solution for this project in the form of drawings, narratives, management plan, schedule, and price. No more than 5 offerors will be selected for Phase Two. Proposed procurement will res ult in a fixed-price contract. BIDDERS MUST BE REGISTERED with Central Contractor Registration (CCR), in order to receive a Government contract award. To register, the CCR Internet address is: http://www.ccr.gov/. Additionally a paper form for registration may be obtained from the DoD Electronic Commerce Information Center at 1-800-334-3414. This solicitation will be issued using electronic bid sets (EBS) and provided on compact disks-read only (CD-ROM) at no charge to all registered plan holders. Any prospective offeror interested i n proposing on this solicitation must register to be placed on the Plan Holders List. If you are not registered, the United States Government is not responsible for providing you with notification of any changes to this solicitation. Bidders must self-re gister on the Internet. THE REGISTRATION PROCEDURE IS AS FOLLOWS: At the Albuquerque District Contracting Division home page web site, http://www.spa.usace.army.mil, click on Contracting followed by Solicitation Number. On this screen that is entitled, ?EBS Albuquerque District?, click on the solicitation number you are interested in. On the following screen, find ?Solicitation Registration?, and click on Register For This Solicitation. If you have not previously registered, click on New User and follo w the instructions for Login Information. This will require you to establish a user name and password. The same user name and password may be used to register for other projects in the system without having to repeat the entire registration process. When you register for the Plan Holders List, please complete all requested information. After completing the registration process for this solicitation, verify that your firm?s name appear s on the associated Plan Holders List. All offerors should check the Albuquerque District Contracting Division website daily for notification of any changes to this solicitation.
