- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. RFQ Reference Number 02-896-2606 is issued under FAR Part 13, Simplified Acquisition Procedures. Quotes are requested. The RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-2. The National Institute of Standards and Technology (NIST) has a requirement for MATHWORKS Renewal Subscriptions: CLIN 0001, Quantity of 1 user, ML Graphics Library for a period of 12 months; CLIN 0002, Quantity of 3 users, Communications Blockset for a period of 12 months; CLIN 0003, Quantity of 1 user, C++ Math Library for a period of 12 months; CLIN 0004, Quantity of 3 users, Communications for a period of 12 months; CLIN 0005, Quantity of 2 users, Control for a period of 12 months; CLIN 0006, Quantity of 1 user, DSP Blockset for a period of 12 months; CLIN 0007, Quantity of 4 users, Ext Symbolic for a period of 12 months; CLIN 0008, Quantity of 4 users, Image Processing for a period of 12 months; CLIN 0009, Quantity of 20 users, Matlab for a period of 12 months; CLIN 0010, Quantity of 1 user, Matlab Compiler for a period of 12 months; CLIN 0011, Quantity of 1 user, Optimization for a period of 12 months; CLIN 0012, Quantity of 7 users, Signal Processing, CLIN 0013, Quantity of 2 users, Simulink for a period of 12 months; CLIN 0014, Quantity of 1 user, Stateflow for a period of 12 months; CLIN 0015, Quantity of 5 users, Statistics for a period of 12 months; CLIN 0016, Quantity of 1 user, Symbolic Math for a period of 12 months; CLIN 0017, Quantity of 1 user, System ID for a period of 12 months; CLIN 0018, Quantity of 2 users, Wavelet for a period of 12 months; CLIN 0019, Quantity of 1 user Spline for a period of 7 months. Quotes shall be firm-fixed price per CLIN. The vendor shall deliver all line items FOB Destination to NIST, 100 Bureau Drive, Building 225, Room B08, Gaithersburg, MD 20899-0001. Desired delivery time is date of award. The Government will award a purchase order to the responsible offeror whose technically acceptable quote represents the lowest overall price. The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, and Department of Commerce Agency-Level Protest Procedures Level Above the Contracting Officer, which can be downloaded from the NIST Web Page located at http://www.nist.gov/admin/od/contract/protest.ht apply to this acquisition. All offers shall submit the following: Two (2) copies of the quotation which address each CLIN and a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded from http://www.arnet.gov.
