Description
PART ONE: The United States Postal Service (USPS), is seeking suppliers for outsourcing services to actively manage, update, host, market, sale, support, share in the coordinated sales and marketing activities and other related services for secure electronic messaging services. The USPS' Request For Proposal (RFP) is for obtaining suppliers and entering into Ordering Agreements for the services outlined therein. This notice serves as public announcement that pursuant to USPS Purchasing Manual (PM), the USPS is seeking suppliers for the purpose of providing direct labor, supervision, equipment, facilities and supplies, necessary to operate and maintain secure electronic messaging services (e.g., PosteCS[TM]), elements of a secure electronic messaging service (e.g., Electronic Post Mark) or similar products like the secure electronic messaging service. The contractor will be compensated by sharing in the revenue, receive fees for service, a combination of revenue share and fees for service or compensated as identified and mutually agreed upon in the task order(s) issued against the Ordering Agreement. The USPS anticipates issuing Ordering Agreements to qualified suppliers. The USPS will evaluate suppliers offer for an Ordering Agreement based on the list of factors as identified in the RFP. All interested parties must agree to a Nondisclosure Agreement (NDA) before receiving a copy of the RFP. Suppliers interested in obtaining a copy of the NDA should contact the Contracting Officer via email pross3@email.usps.gov. The Contracting Officer will provide the supplier with a copy of the NDA and upon receipt of the signed NDA the supplier will be eligible to receive the RFP. Suppliers that take exception to the NDA will not be eligible to receive the RFP. After the supplier signs and returns the NDA, the RFP will be transmitted electronically to the return email address or as requested by the supplier. All interested parties should submit questions regarding the RFP after they have received a copy of the RFP, however, all questions regarding the RFP shall be submitted on or before December 19, 2001 1:00p.m. , EST. USPS anticipates awarding Ordering Agreements immediately (within two or three days) after the closing date. The closing date for receipt of offers for an Ordering Agreement is tentatively scheduled for December 28, 2001 (this date is subject to change). The resulting Ordering Agreement holders will receive statement(s) of work (SOW) for secure electronic messaging services that will result in a task order to one of the Ordering Agreement holders. USPS intends to issue a single task order per project. Multiple task orders may be issued and the SOW will identify USPS' intent to do so. Upon receipt of the SOW(s), the Ordering Agreement holders will provide offers based on the requirements in the SOW and in accordance with the terms and conditions of the Ordering Agreement. USPS intends to issue the SOW to those firms that have received an Ordering Agreement for such services, however, USPS may request offers on the open market if it is determined to be in the best interest of USPS. The Ordering Agreement is not a Requirements Contract. PART TWO: In addition to the RFP for an Ordering Agreement, USPS is interested in issuing its first task order for the outsourcing of PosteCS[TM] to one of the Ordering Agreement holders. A SOW for PosteCS[TM] will be released before the closing date of the RFP for the Ordering Agreement. Those parties interested in receiving a copy of the SOW for PosteCS[TM] will have to comply with the NDA requirements cited above. Suppliers that fail to sign the NDA Agreement or take exception to the NDA will not receive a copy of the SOW for PosteCS[TM]. Only those firms that agree to the terms of the NDA shall be allowed to receive the PosteCS[TM] SOW and attend the PosteCS[TM] Preproposal Conference. The PosteCS[TM] Preproposal Conference is tentatively scheduled for January 07, 2002 (this date is subject to change). The location, time and additional information on the PosteCS[TM] Preproposal Conference will be provide to those suppliers that are eligible and who request to receive the PosteCS[TM] SOW. The closing date for offers on the PosteCS[TM] SOW is tentatively scheduled for January 14, 2002. Please note; do not confuse the RFP for an Ordering Agreement with the PosteCS[TM] SOW. Firms interested in obtaining the RFP for an Ordering Agreement will not be required to participate in the request to receive offers on the PosteCS[TM] SOW. All supplier eligible to receive an Ordering Agreement are invited to participate in the request for an offer on the PosteCS[TM] SOW. A supplier may receive an Ordering Agreement and elect to participate in other request for offers on other SOWs. Questions on the PosteCS[TM] SOW shall be received on or before January 04, 2002.
