Description
The Naval Air Warfare Center Weapons Division (NAWCWD), Code 210000D, 1 Administration Circle, China Lake, CA 93555-6100, is issuing a request for proposals (RFP) for the Scientific, Technical, Administrative, and RDT&E Services (STARS) Information Technology (IT) Contract on or about 2 January 2002. The contract is a combined follow-on effort to the Business and Administrative Support Services (BASS) N68939-96-D-0008 and Scientific and Engineering Support Services (SESS) N68939-97-D-0003 contracts. The Government anticipates a single award of a Cost Plus Award Fee (CPAF) Indefinite Delivery Indefinite Quantity (IDIQ) five-year contract for 2,584,980 hours. An option for 155,100 hours, which can be exercised at any time during the contract performance, is also anticipated. The performance period is to begin 1 October 2002 and end 30 September 2007. The NAWCWD, part of the Naval Air Systems Command (NAVAIR), consists of the following sites: NAWCWD China Lake and Point Mugu; Naval Air Weapons Station (NAWS), China Lake; and attached activities. Primary place of performance is at the China Lake and Pt. Mugu sites and performance may also be performed at various locations throughout the U.S. in support of NAWCWD and NAVAIR missions. The scope of this effort encompasses the services and materials necessary to support the analysis, design, development, test, integration, deployment, and operations of information technology (IT) systems and services. These services sustain the research, development, test and evaluation (RDT&E), and business/administrative functions in support of the Naval Air Warfare Center Weapons Division (NAWCWD). Clearance and Safeguarding per DD Form 254: Facility Security Clearance: Top Secret and Level of Safeguarding: Secret. The attachments to the DD Form 254 are not available electronically. It is the offer?s responsibility to contact the Government Representative cited in the RFP (and listed below) in order to obtain paper copies of the attachments.
