Description
NA The Volpe Center intends to issue, through Simplified Acquisition procedures, a sole source procurement to White Oak Associates, Marblehead, MA, to perform an Orientation Needs Assessment to identify stakeholder issues relevant to the National Park Services (NPS) potential collaboration with the Boston Museum Project (BMP). The contractor will be required to find out what roles the Boston Museum and National Park Service Project, and its Orientation Center and Tour Gateway components can play in building public understanding of Boston and the many historic resources. Small Business firms classified under NAICS code 54199 must demonstrate that they (1) have experience working with Boston-area stakeholders; 2) knowledge and experience on analyzing and formulating all or part of a museum?s strategy, including location, relation to the surrounding, partnerships, public relations and marketing. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice received will normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. Small business firms will be required to submit a maximum of three, but not less than two pages of documentation in support of the above within fifteen (15) calendar days of publication of this notice. For minority, women-owned and disadvantaged business enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides 80% guaranty on the bond amount to a surety against losse s. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing.
