Description
The Centers for Medicare & Medicaid Services intends to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts for professional technical services. The contracts will be available for use by customers throughout CMS to provide streamlined, efficient procurement vehicles to acquire professional services, which are tailored in individual task orders. Contractor services may be required from technically qualified specialists who will assist the Government in the areas of analyzing issues, researching alternatives, providing objective findings and making concrete recommendations. CMS will solicit offers with the intent of awarding multiple IDIQ contracts with a five-year ordering period. The base contract will allow for all types of pricing mechanisms based upon each individual task order. This procurement includes one task set that is a 100% small business set-aside and another task set that is a full and open, unrestricted competition. In accordance with FAR 19.102, the NAICS code for the applicable services are as follows: Task Bundle A (100% Set Aside for Small Business) consists of Custom Software Development (NAICS 541511/$18.0M), Human Resources and Personnel Consulting (NAICS 541612/$5.0M), Health Care Industry Statistics Support (NAICS 541720/$5.0M), Public Relations Support (NAICS 541820/$5.0M), and Personnel Development Training Support (NAICS 611430/$5.0M); Task Bundle B (Unrestricted) consists of Consulting Support (NAICS 541690 and 541990/each $5.0M) such as providing pilot testing of new, experimental projects; evaluating the impacts of legislative changes on program, evaluating effectiveness of programs, recommending program enhancement, and providing expertise on emerging Medicare/Medicaid industry developments. A draft solicitation will be available on FEDBIZOPPS on or about 21 December 2001. CMS encourages companies to review the draft RFP and submit questions, comments, and/or advice to the Contract Specialist. Any comments on the draft solicitation must be received on or about 17 January 2002. It is anticipated that the review of the comments and any subsequent changes will result in the issuance of a final solicitation on or about 31 January 2002. An electronic copy of the solicitation will be available on FEDBIZOPPS. All responsible sources may submit a proposal to the RFP to be issued for these services. See Numbered Note 2. Hard copies of the solicitation will only be made available upon request to those vendors who do not have Internet access, or for some other reason cannot download the RFP.
