- NA NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from th e internet after solicitation issuance. Plans and specifications will be issued on Compact Disk (CD-ROM) and will be provided free of charge. Paper copies of this solicitation will not be available. Description of work: Construct a 60-meter, covered b affled 7.62mm caliber live-fire range facility. The project includes rough grading, fine grading, erosion control measures, storm drainage, excavation for concrete footings, concrete footings for structural columns, structural steel columns and beams, roof joists, support for AR500 plate steel baffle system, AR500 plate steel baffles, roof decking, ballistic baffle walls, target control room and painting. Electrical systems include security lighting, transformer, electrical panel, outlets, conduit for targe t systems, panic alarm, target control room wiring, and general lighting for firing lines and target lines. Mechanical systems include a smoke purge exhaust fan. Project will be designed and constructed in accordance with current DOD/DA energy conservation policies and regulations. Construction will match current version of Architecture and Engineer Design Criteria and all applicable criteria. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offeror's best technical proposal and best price. Award will be made to the technically acceptable lowest price offeror whose price is determined to be fair and reasonable without discussion of such offers. If any factor or sub-factor is rated a NO-GO, the offeror's pr oposal may not be acceptable. Pricing will not be scored. Prices submitted will be evaluated only after determination of those offerors submitting acceptable technical proposals based on the GO-NO GO technical evaluation. The technical proposal will be eva luated utilizing the factors set forth below. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. The evaluation factor is as follows: 1. Past Performance. Estimated cost range of project is from $1,000,000.00 to $5,000,000.00. Network Analysis System will be required. This solicitation is issued on an unrestr icted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). Paper copies will not be available. CDs will be issued to prime contractors only and will be available on or about December 26, 2001.
