Description
CBD SYNOPSIS OF A COMMERCIAL ITEM ACQUISITION--THOMAS F. EAGLETON US COURTHOUSE MISCELLANEOUS FIRE SPRINKLER WORK--NMO92001--111 S. 10TH STREET, ST. LOUIS, MISSOURI. The project includes providing fire light hazard and ordinary hazard sprinkler systems for approximately 4,650 square meters (50,000 square feet) of unoccupied, unfinished space in the courthouse. Work consists of connections to existing sprinkler mains and extending systems throughout the spaces. Also included are moving furniture, construction material and records stored in the unoccupied, unfinished space to install the new systems, addition of a sprinkler in a freight elevator shaft, and relocation of a sprinkler in occupied, finished space. Associated fire alarm work includes addition of a heat detector in a freight elevator shaft and minor reprogramming of an existing addressable fire alarm system. Estimated cost range: $100,000 to $250,000. Completion time: 150 calendar days after receipt of Notice to Proceed, to be issued on or about January 18, 2001. This contract/purchase order is restricted to those firms having an existing construction contracting office within the St. Louis, Missouri, Standard Metropolitan Statistical Area (SMSA) and such office shall have been in operation as of the date of this announcement. The SMSA includes the Missouri Counties of Franklin, Jefferson, St. Charles, St. Louis, and St. Louis City; and, the Illinois Counties of Clinton, Madison, Monroe, and St. Clair. This is a competitive negotiated commercial item acquisition. Proposals will be evaluated based past performance and price. Past performance factor will require data showing the offeror has successfully installed the same type of automatic fire extinguishing sprinkler systems by including names, locations, and phone numbers of at least two (2) installations where the offeror or subcontractor installed such systems. The Government intends to use the "greatest value concept" in selecting the prime contractor. The "greatest value concept" is a method of evaluating price and other related factors specified in the solicitation, with the goal being to select the proposal that offers the greatest value to the Government in terms of performance and price. The objective is to select the proposal that offers the most for the money, not necessarily to select the lowest price. Offerors should submit proposals that are acceptable without additional explanation or information, as the Government may make a final determination regarding a proposal's acceptability solely on the basis of the initial proposal submitted. The Government may proceed with award of the contract/purchase order without discussion. However, the Government may request additional information from offerors that it considers having a reasonable chance of being selected for contract/purchase order award, and may discuss proposals with the offerors. The Government will evaluate all proposals. Two factors, in order of importance, will be considered - past performance and price. Eagleton US Courthouse, 111 S. 10th Street, Room 1.316, St. Louis, Missouri. This solicitation will be issued on or about December 20, 2001. Proposals will be received in this office on or about January 11, 2001. The proposed acquisition listed herein is not set aside for small business.
