Description
The Naval Surface Warfare Center Dahlgren Division plans to procure specialized engineering and technical services to support the Integrated Voice Communications System (IVCS). The IVCS system is a shipboard voice distribution system providing administrative and tactical voice communications for AEGIS Cruiser (CG 47 Class) and Destroyer (DDG 51 Class) ships. The IVCS system support services includes the legacy AN/STC-2(V) system and the COTS/NDI system upgrade currently in the design/development process and which is referred to as MARCOM (nomenclature not yet assigned). NSWCDD is responsible for the acquisition and delivery of IVCS systems and equipment, and associated GFE to two primary AEGIS shipbuilders (Bath Iron Works and INGALLS Shipbuilding). This contract will provide engineering services that develop, review, and analyze system specifications and engineering chan ge proposals. Provide engineering recommendations for product changes. Technical services will include providing recommendations regarding training issues, maintenance issues, installation and configuration issues, equipment drawing and/or technical drawing issues. CAD support is to be provided. Integrated Logistics support will include ILS planning, design interface, maintenance planning, review supply support, evaluate preventive maintenance requirements, and provide review, analysis, and development of new technical manuals. This procurement will be solicited as an unrestricted full and open competition. The contract will be awarded on a Time and Material basis for a base year and five (5) options, for a total of five (5) years. The anticipated award date is 31 March 2002. It is estimated that approximately 16 manyears of support will be required per year. Contr act performance will be required at multiple sites, to include: Yorktown, VA; Pascagoula, MS; Bath, ME; Dahlgren, VA; and Washington Navy Yard, DC. Performance under this contract will require a detailed knowledge of IVCS system hardware, and in functions of system acquisition; testing; delivery; retrofit; and life-cycle support. A Best Value Source Selection process will be utilized and contractors will be required to submit a portion of their proposal in a written format, and a portion will be presented orally. Section L of the RFP will provide specifics. The North American Industry Classification System Code is 541330. Solicitations and amendments will be available via the World Wide Web at http://www.nswc.navy.mil/supply. Hard copies WILL NOT be provided. Vendors should regularly access the NSWCDD Web Site to ensure that they have downloaded any and all amendments. It is anticipated that the solicitation will be posted on approximately 18 January 2002 and will close 19 February 2002.
