Description
The Aircrew Systems (PMA-202) at Naval Air Systems Command (NAVAIR) in Patuxent River, MD, is seeking information from potential sources regarding industry technologies applicable to improving Mobile Aircrew restraint systems for helicopter and other applicable fixed-winged aircraft. Current systems utilize basic design concepts that are over 40 years old and have limited reliability. The U.S. Navy is considering the acquisition of current or emergent technology and design that focuses on the following major areas: (1) Compatible with current man-mounted survival equipment and interfaces with the CMU-33 survival vest, (2) Capable of withstanding without failure loads produced in a 14 G crash with an equipped 95th percentile Male occupant, or higher, (3) Capable of meeting the 20/20/10 structural requirement, (4) Capable of restraining and accommodating all personnel sizes from 5th percentile Female to 95th percentile Male, (5) Allows mobile aircrew throughout the cabin, (6) Provides easy donning and doffing, (7) Does not hinder emergency egress, (8) Incorporates one-handed operation quick release mechanism, (9) Incorporates qualified inertia sensitive locking technology, (10) Incorporates load/energy attenuation technology, (11) Does not impede mission performance, (12) Be retrofittable into current aircraft without modification or minimal modification to the airframe, (13) Incorporates automatic water divestment capabilities, (14) Subdued, non-reflective colors, and (15) Affordable. The U.S. Navy is seeking innovative solutions to address these major areas. Commercial solutions or technical solutions qualified and currently in production, or prototypes constructed with already qualified sub-components that meet these requirements are highly desired. Interested parties responding to this request should provide detailed information on the product(s) capabilities, test results, and cost and pricing data to Ms. Lisa Duncan, Code 2.4.2.5.7, NAVAIRSYFCOMHQ, Bldg 2272, 47123 Buse Road, Patuxent River, MD 20670-1547 or by e-mail at duncanld@navair.navy.mil no later than 15 January 2002. Interested parties must clarify if their firm can provide commercial or non-developmental items that could be modified to meet the U.S. Navy?s needs. Interested parties are encouraged to provide at least two Samples of their applicable product(s). In addition, NAVAIR intends to hold Industry Days on January 15th and 16th 2002 and invites interested parties responding to this request to present their information to the Government during Industry Days one-on-one. Industry Day participation is strictly voluntary and the Government will not provide any reimbursement or otherwise pay for information/items/presentations associated with Industry Days. The Industry days will be held in the vicinity of Naval Air Systems Command Headquarters in Patuxent River, MD. The Naval Air Systems Command may have technical documents of the requirement available for review and comment by interested parties prior to Industry Days. This Request For Information (RFI) does not, in any way constitute a Request For Proposal (RFP) and as such, is not to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice, nor otherwise pay for information/items requested. Data and Samples will not be returned.
