Description
The Government has a requirement for professional Architect/Engineering Services, with Industrial Hygiene Services, to provide design for project 646-02-103U for ?Critical Care Improvement?, 3rd Floor, at the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240 to include the MICU/SICU/CCU/SDU/RECOVERY and adjoining space. Service shall include site investigation, design, preparation of contract drawings and specifications, construction cost estimate and construction period services as owner's technical representative. The A/E shall develop working drawings and specifications to provide facelift to update the appearance and some minor space changes necessary to improve workflow; additionally the Electrical/Plumbing/Medical Gas/HVAC Systems shall be reviewed to ensure all meet current codes/requirements. The facelift will include new finishes and new nurse station-reconfigure station if necessary to accommodate all the modern equipment (computer/monitors/etc.). Project will also address concerns regarding insufficient areas for equipment storage, private space for family conference/teaching/lounge space/skills lab/classroom/locker space each to be evaluated with the project design team and addressed if funding available based upon a prioritization. Thorough evaluation of the area and phasing required to limit/eliminate downtime of rooms by utilizing the recovery area during construction as necessary to complete the work. A/E shall design the project work in accordance with NFPA, VA guidelines and directives and all other applicable codes, regulations, and requirements. A/E is also responsible for providing professional Industrial Hygiene Services to perform asbestos survey, investigations, bulk sampling, asbestos removal specification and drawings, and monitoring in appropriate areas during construction period services. A/E shall provide complete site investigation to include architectural, structural, mechanical, electrical, HVAC and environmental to determine existing as-built conditions affecting project, including evaluating patient traffic flow patterns. There will be three (3) reviews Schematic (due within 30 days from date of award), 50%, and 100% (each due within 30 days from return of approved previous submission). Four (4) copies of specifications, drawings and cost estimates are required for each review submission. Thirty (30) sets of Construction Documents (drawings and specifications) will be provided 15 days after 100% review approval date. All drawings to be done in AutoCAD 2000 and specifications in Microsoft Work 5.0 or higher. During construction period, A/E shall assist VA to determine whether contractor or subcontractors meet qualification requirements; review all submissions and provide recommendations to the VA; review and provide replies to RFI's, review contractor's cost estimate and provide recommendations; make site visits and prepare written reports to include agreed upon change in design as determined necessary during construction; participate in partial/final acceptance inspections and generate punch list items for completion. After construction A/E shall prepare and submit accurate, complete as-built drawings on AutoCAD 2000. Procurement is open to emerging and small businesses only. An emerging small business is a small business concern whose size is no greater than 50% of the numerical size standard applicable to the assigned code. The NAIC Code is 541330 with the small business size standard of $4.0 million. Construction cost estimate is between $250,000 and $500,000. Award will be to the A/E judged by the VA to be the best qualified for the work. See Numbered Note 24. The following additional factors also apply: Evaluation of knowledge of healthcare facilities and prior successful experience designing projects of this size, nature and cost; reputation and standing of firm and principals officials with respect to professional performance, general management and co-operativeness; Record of significant claims against client because of improper of incomplete architectural and engineering services; Specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team. Area of consideration is limited to a 60-mile radius from the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. Award is subject to the availability of funds. This is not a request for proposal. All interested, responsible and qualified business firms within the geographic limitation desiring consideration shall submit three (3) copies of SF254 and SF255 to the attention of the Kathleen Grundza (04A1-H) at the above address. Forms must be received no later than COB, (4:30 PM Standard time) January 18, 2001.
