Description
Sources Sought ? The U.S. Department of State, Bureau of Diplomatic Security, has a requirement for approximately 325 DOS/DS special agents and staff support personnel who will arrive in New York City for the United Nations General Assembly. The annual event is approximately 4 to 6 weeks, beginning on or about September 5, 2002 and ending on or about October 5, 2002. Accommodations shall be centrally located in Mid Town Manhattan. They must be within close proximity to the UN, bordered by 41st St., and South 54th St., to the North and no further West than 6th Ave. (Avenue of America). Preference is all rooms in a single facility or in blocks of not less than 50 guestrooms if in multiple facilities. General requirements are to include safe environment, well maintained and aesthetically pleasing public area, reasonable precautions to secure the personal safety of the guests and protection of their possessions against damage and theft, well lighted corridors and legible interior signs; restaurants and dining facilities shall be sanitary, clean and well maintained, management and staff shall present a professional appearance to the guest, operate on an ethical, businesslike manner, and provide assistance to the guest; and daily rate charges shall include fresh towels and housekeeping services which include changing linens, making beds and cleaning of rooms and bath. In addition, the contractor shall provide an area of not less than 3,000 sq. feet to be utilized for a Command Post. Preferably conference/meeting room that can be divided into a minimum of 12 rooms approximately 24ft. X 10ft. or provide contiguous rooms that total approximately 3,000 sq. ft., terminating at the end of a corridor to form a securable Command Post (CP) area. The area must be located where a communications antenna can b exposed to the outside and mounted high enough to transmit radio signals. Contractor shall temporarily continue to allow access to the house telephones in each room to transmit and receive incoming and outgoing telephone calls until DOS/DS telephones are installed. Prefer CP be located in the same hotel facility designated as the DOS/DS personnel hotel rooms or at least located within a reasonable and safe walking distance from the lodging facilities. Contractor shall allow DOS/DS to install the following equipment: a) dedicated lines for a PBX telephone system; b) FAX lines; c) treasury Enforcement Communications systems lines; security surveillance equipment (CCTV?s on CP floor); and dedicated electrical circuits of office equipment. Installation and removal of all telecommunications line and computers will be accomplished by DOS/DS. A briefing room is also required to accommodate approximately 50-125 people for about 7 days.
