Description
17. This is a combined synopsis/notice of intent for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number is issued as a Notice of Intent (NOI2014). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This is not a Small Business Set-Aside. The associated North American Industry Classification System (NAICS) code for this acquisition is 325414 and the Small Business Standard Size is 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure various biological reagents from Becton Dickinson Immunocytometry. The purpose of this acquisition is to purchase a large enough quantity of a single lot number of the tested and optimized reagents to last through the clinical trials of the vaccine. These reagents will be used to determine volunteer response to the vaccine under Vaccine Protocol VRC-01-I-0079. The items that need to be ordered in bulk are as follows: 1)IL-2PE, 50 tests, qty 40; 2)IFN-Gpe, 50 tests, qty 39;3) TNFalpha PE,50 tests qty 40;4) CD3 APC,100t/vial, qty 19; 5) 4-PerCP(Leu 3a), 100t/vial qty 19; 6) CD8 FITC, 100t/vial, qty 19; and 7)FACS lyse, qty 19. Reagents must be ordered under one lot number to standardize the testing protocol and will be used starting in December of this year through to completion of the project. As testing of samples using these reagents has already started and as these reagents have been used in quality control procedures, it is essential that use of these same reagents from Becton Dickinson be continued. In addition, both the quality control and testing protocols have been optimized with particular fluorochromes that cannot be provided by any other companies. It was established that the CD4 antibody labeled with the fluorovhrome PerCP was the necessary reagent for this procedure. At this time only Becton Dickinson can provide this required reagent. In order to ensure compatibility of the other reagents required for this testing, they will also be purchased from this vendor. Vendor shall perform the following tasks. 1) Provide a single specified lot number for each of the reagents, and 2) Ship reagents under optimum conditions. Reagents will be inspected upon arrival at VRC to confirm correct lot number and shipping conditions. A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. Place of delivery and FOB Point is Bethesda, MD. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.225.3 Buy American Act. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request. Any responses to this NOI must be mailed to the Point of Contact indicated below. Offers must be submitted not later than 5:00 P.M. Eastern Standard Time (EST), December 17, 2001.
