- Description
- The National Cancer Institute, Division of Cancer Prevention (DCP) intends to negotiate a commercial item/service (FAR Part 12) sole-source contract with Dr. Arnold Kaluzny, 102 Pine Lane, Chapel Hill, North Carolina 27514. This action is pursuant to 41 USC 253 (c)(1) and under the authority of FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The Division of Cancer Prevention plans and directs an extramural program of cancer prevention research including chemoprevention, nutritional science, genetic and infectious agent, early detection including biomarker development and validation and biometry for the Institute. DCP develops and supports research training and career development in cancer prevention and early detection. Also, DCP coordinates program activities with other Divisions, Institutes, or Federal and state agencies. DCP establishes liaison with professional and voluntary health agencies, cancer centers, labor organizations, cancer organizations etc. On April 1,1999 the Division underwent a major reorganization, moving from a hierarchical organizational structure to a matrix organizational structure. Management by matrix has been facilitated by establishing both research groups and project teams. A Research Group is a group of individuals formed together for a distinct area of expertise in cancer prevention science, headed by a chief. It is the administrative home for all Division staff. Project Teams are a group of individuals who come together to perform a specific task that crosses Research Group lines. The role of a Project Team can be developmental, project management, administrative or a combination. As such, it is different from the daily activities of Research Groups, e.g. monitoring of grants. Establishing the project teams has encouraged cross-fertilization of ideas among the scientific staff and helped in the development of new initiatives taking full advantage of the expertise within the Division of Cancer Prevention. Management by matrix has developed and flourished in the two and one half years since the reorganization. In order to plan for the future, an independent evaluation of progress to date is needed. The supplies/services required for this acquisition are to develop an analysis and a Post-Matrix review of the DCP via the following deliverables: a) the evaluator shall give six presentations to the DCP Coordinating Unit (CU); and b) the evaluator shall deliver two "State of the Matrix" reports: a preliminary report and a final report. Dr. Kaluzny is a nationally known evaluator of governmental institutions and is the author of "Managing a Health Care Alliance-Improving Community Cancer Care" that is a similar case study for health care. Dr. Kaluzny has the background and skill to make an objective evaluation for the transition to a matrix organization. He has been associated with both NCI and the DCP in a variety of roles for many years and all roles have been scientific in nature. Dr. Arnold Kaluzny is the only source known to the NCI research that can satisfy the Government's requirement, especially with regards in being quite familiar with the matrix management effort in DCP. He brings to the task a pre and post matrix management knowledge as well as, brings in to the effort, many years of involvement with the scientific programs of the Division. His research has focused on the organizational factors affecting program implementation and change in a variety of health care organizations, with specific emphasis given to cancer treatment and prevention and control, continuous quality improvement initiatives in both organizational and primary care settings. This is not a solicitation for competitive quotation. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the above unique specifications described herein. Capability statements must be received in the contracting office by 1 PM (local Washington D.C. time) on December 13, 2001.
